Uganda Women’s Effort to Save Orphans (UWESO) is a National Non-Government Organization that was founded in 1986 by Ugandan mothers committed to supporting and caring for orphans and vulnerable children (OVC). UWESO seeks to recruit competent, highly motivated, and committed individuals to fill the position of:

Procurement Officer

Job Purpose

Preparing budgets, Evaluating suppliers products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

Reports to: Finance and Operations Manager

Location: The position is based in Kampala.

Key Duties and Responsibilities:

  •  Create and maintain relationships with venders/suppliers
  •  Estimate and establish budgets for purchases
  •  Make professional decisions in a fast-paced environment
  •  Maintain proper documentation to verify that all procurements comply with Doner’s rules and regulations;
  •  Ensure procurement practices are in compliance with the organization’s Policy and Procedures Manual and Donor’s rules and regulations;
  •  Support technical and support staff in the development of requirement specifications;
  •  Review all venders and suppliers
  •  Maintain purchase records and other important data
  •  Negotiate pricing and supply contracts
  •  Develop plans for purchasing services, and supplies
  •  Ensure that the products and supplies meet quality standards
  •  Work with team members to complete duties as needed
  •  Maintain and update a list of suppliers
  •  Overseeing and supervising employees and all activities of the purchasing department.
  •  Preparing plans for the purchase of equipment, services, and supplies.
  • Following and enforcing the company’s procurement policies and procedures.
  •  Reviewing, comparing, analyzing, and approving products and services to be purchased.
  •  Managing inventories and maintaining accurate purchase and pricing records.
  •  Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
  •  Maintaining good supplier relations and negotiating contracts.
  •  Researching and evaluating prospective suppliers.
  •  Preparing budgets, cost analyses, and reports.
  •  Provide counseling on policies and procedures of procurement
  •  Be actively involved in recruitment by posting adverts.
  •  Obtain value for money in the procurement process
  •  Ensuring timely delivery of goods and services procured
  •  Minimizing the risks associated with procurement.

Qualifications, Skills and Experience:

  • Bachelor degree in Procurement and Logistics management, business management, supply
  • Chain management or a similar field preferred.
  • At least 3 years’ plus experience in a Public Procurement environment.
  • Proficiency in Microsoft Office and purchasing software.
  • Strong communication and negotiation skills.
  • Ability to negotiate contracts
  • Ability to multitask, prioritize, and manage time efficiently
  • Excellent communication skills
  • Accurate attention to detail
  • Goal-oriented, organized team player
  • Ability to work well with management and staff at all levels
  • Knowledge on the USAID guiding principles in Procurement
  • 3+years’ experience with donor funded organizations.
